Negotiating Tradition in Local Democracy: A Case Study of the Civic Culture of the Tengger Tribe in the Mount Bromo Region

The current democratic crisis is characterized by declining integrity of political elites, increasing social polarization, digital disinformation, declining engagement of young citizens, and weak public integrity of young citizens. Based on this framework, this study aims to shape the democratic character of young citizens through a civic culture approach that utilizes local cultural wisdom as a source of civic pedagogy. This research method is qualitative, using a case study approach in the Tengger ethnic community in the Mount Bromo area. The results show that the cultural practices of the Tengger ethnic community represent a civic culture that is effective in fostering social trust, empathy, collective participation, and moral integrity. The integration of these values into civic education through experiential learning and community interaction has been proven to strengthen the formation of the democratic character of young citizens. The noble values of the Tengger community, such as honesty, tolerance, mutual cooperation, social harmony, adherence to customary norms, and ecological spirituality, have a strong blend with civic character. Civic culture based on local wisdom has been proven to strengthen the democratic character of citizens, foster collective awareness, and build a civic identity embedded in the nation's culture. The conclusion of this study is that civic culture serves as a strategic foundation for developing inclusive, ethical, and sustainable young citizens. The implications of this research emphasize the need to reorient civic education policy toward a cultural-participatory approach and the utilization of local culture as a national and local democratic value.
